Call for experts | Policy Mission Fellowship 2026

The Policy Mission Fellowship is seeking subject-matter experts to support seven cutting-edge policy prototyping teams, each comprised of elected Members of Parliament from across Europe. This is your invitation to make your knowledge count on Europe's most urgent strategic challenges.


The 2026 Policy Mission, The Securitisation of Europe’s Economic Power, addresses how European countries can strengthen their economic security architecture, direct strategic investments more effectively, and build new political narratives at the intersection of security and social investment.


The opportunity


 Policy Mission fellows are currently prototyping bold policy ideas that will shape Europe's economic and strategic future, and we are looking for analytical insights from subject-matter specialists to strengthen and ground their work. Each expert will be matched with one or more mission areas where their knowledge can make an immediate, tangible difference. 


The seven mission areas


Each prototyping team has decided to tackle a distinct but interconnected dimension of European economic resilience. Where does your expertise fit?

Scaling up investment in high-tech and R&D to boost innovation across Europe, ultimately leading to economic independence and sovereignty

Developing human capital in Europe by improving basic and higher education, and addressing demographic challenges, to strengthen long-term economic power.

A clean, secure and affordable energy system by 2035, placing special emphasis on the development of a connected European energy grid and a common energy market integrating multiple energy sources until a full transition has been achieved.

Integrating climate adaptation and risk prevention within economic governance and investment to reduce vulnerability to shocks and safeguard economic activity in times of disaster.

Promoting social cohesion as one of the most crucial security aspects in the European Union and increasing targeted investments.

Accelerating industrial and academic innovation in Sweden as a means of increasing revenue and securing the welfare state.

Building a self-sufficient, interoperable EU defence ecosystem that reduces strategic dependencies and increases security through joint production, procurement, and connected operation systems. 


What will your role be?


The primary deliverable will be a concise research package comprising:


  1. Annotated bibliography


A curated selection of 20–30 of the most influential, current sources (academic papers, policy documents, and industry reports) directly relevant to your assigned mission area.


  1. Best practices package


A curated set of best practices with references and guidance for further reading, designed to directly inform the teams and fellows’ policy design and prototyping work.
